Position 1 : Water and Sanitation Officer – BHA USAID

Organizational Description:

The African Initiatives for Relief and Development (AIRD) is a non-political, non-religious and non-profit making NGO with Country Programme Offices in Burkina Faso, Cameroon, Central African Republic, Chad, Democratic Republic of Congo, Liberia, Niger, Republic of Congo, Tanzania, Uganda, South Sudan and Ethiopia. AIRD’s objective is to offer operational support, including but not limited to: supply chain, logistics, construction, infrastructure, environment, livelihoods and WASH in partnership with relief and development organizations that focus on disaster-affected and development oriented areas. AIRD delivers for and through partners including but not limited to UN Agencies, international and national donor organizations and governments.

AIRD now seeks to recruit a qualified and motivated Water and Sanitation Officer   to be based in Semera-Afar, Ethiopia for an anticipated BHA-USAID funded WASH Project.

Purpose of the position

The post holder will provide technical supervision and leadership to our emergency water, sanitation and hygiene interventions in Afar Region. He/she will lead the design, monitoring and evaluation of AIRD’s emergency related water and Sanitation works. He/she will provide technical support to the community technician, constructions companies and local partners. 

Key Responsibilities

General Duties

  • Lead the development of emergency Water and Sanitation Infrastructure that will provide framework for effective humanitarian WASH intervention including recovery.
  • Keeps the effective flow of information and communication crucial for the planning and implementation of measures in WASH sector.
  • Carryout feasibility studies for infrastructure works (water and sanitation) and develops projects and programs including tenders, technical specification and Bill of Quantities; that will effectively respond to the needs of the community in humanitarian situations and linking to development continuum.
  • Contribute to the development of water & sanitation proposals.
  • Lead the local technicians in the field and construction companies to implement Water and Sanitation Infrastructure in the target areas and ensure compliance with quality standards.
  • Collaborate with community groups, government, UN agencies and other partners who are active in WASH intervention in the target woredas and region.
  • Ensure timely delivery of assistance and procurement of WASH supplies, and monitors the appropriate and effective use of AIRD resources.
  • Identifies problems and constraints in project delivery.
  • Assists in identifying longer-term requirements of WASH intervention/operations.
  • Regularly monitor Water and Sanitation activities and coordinate with other sector interventions.
  • Ensure value for money and always seek cost-effective methods for spending.
  • Document key lessons and good practices and ensure that this is fed into the design of programs.
  • Ensure the inventory of the rehabilitated WASH facilities through regular monitoring of the water schemes’ rehabilitation and also sanitation and hygiene improvements of projects.
  • Prepare and submit monthly, quarterly, biannual, annual interim, ad hoc and final reports of the water project to his line manager.
  • Represent AIRD at woreda water and Sanitation  forums and collaborate with regional water bureau, Federal Ministry of water resource, donors, UNICEF and other NGOs involved in supporting the water sector.

Job Requirements

Qualifications, experience and skills

  • Graduate in Civil Engineering, Rural Engineering, Architecture, Water Resources Management, Hydraulics or any other appropriate field of development assistance;
  • At least 3 years of practical experience as Water and Sanitation Officer in humanitarian response with international non-governmental organizations (INGOs)
  • Knowledge of the humanitarian situation in the area (Afar Region).
  • Ability to work under pressure and withstand work pressure
  • Ability to conduct feasibility studies and develop technical specifications and tenders.
  • Proven experience of using Civil engineering software’s (AutoCAD, Sketchup, Covadis, Epanet, etc).
  • Good knowledge of Sphere standards and WASH Cluster standards on Hygiene

Required languages:

  • Must be fluent in Both Amharic and English (written and spoken)
  •  Knowledge of the Local Language will be advantageous

Position 2 : Monitoring and Evaluation Officer – BHA USAID

Purpose of the position

The M&E Officer  will support better performance and greater accountability by implementing evidence-based project management at the field level, in order to guide and improve performance. He will also provide the technical support to the design of methodologies and tools to ensure the availability of clear and accurate information at the project level. He will coordinate data management and quality by designing a MEAL systems which adheres to the BHA MEAL Guidelines, the MEAL Minimum Standards for Quality, and the guiding MEAL policies and procedures. The M&E Officer will provide technical support to the program and build capacity in the country Mission through strengthening learning and knowledge sharing across the AIRD and with the wider humanitarian community. The role holder will also support in project development including preparation and management of the MEAL budget, staffing plan and project design

 Key Responsibilities

General Duties

  • Mainstream the Global MEAL Guidelines across all related MEAL activities at the field level and ensure the guidance notes for monitoring, evaluation, and accountability are functional at the field level.
  • Map and detail the navigation, selection, application, and adaption of existing guidelines, tools, and templates at the relevant stages of the project cycle.
  • Develop guidance and standards methodologies for the collection and analysis of data to allow for comparison and aggregation across time.
  • Actively promote Prevention of Sexual Exploitation and Abuse (PSEA) standards within AIRD and amongst its beneficiaries.
  • Design and coordinate needs assessment and situation analysis through various approaches (e.g. direct data collection, secondary sources, problem tree analysis, SWOT analysis) and ensure that needs assessment and project design are linked.
  • Support to program and MEAL team with developing the results framework, theory of change, log-frame and MEAL plan including indicators for existing and new projects.
  • Identify the budget/resources needed for MEAL activities.
  • In coordination with the Program Team and MEAL field Focal Points, establish a reliable participatory MEAL framework for the project and AIRD to ensure quality.
  • Design full MEAL procedures and operating plans within the Mission and develop harmonized data collection tools involving the different stakeholders (project team, partners)
  • Ensure that accountability to affected populations (AAP) data is collected routinely throughout the project cycle, enabling evidence-based programming and corrective action.
  • Develop data gathering strategies and harmonize data collection, analysis and reporting flows for the project.
  • Collaborate with the Mission’s information, communications and telecommunications (ICT) section to develop and maintain the MEAL technology system, including updating, troubleshooting, and promptly addressing all problems as they arise.
  • Conduct regular site visits or when required to monitor service provision and ensure data quality.
  • Develop strategies for assessing the quality of collected data for the indicators and manage tools and methods for assessing data quality for all indicators.
  • Organize the planning for project data quality audits and monitor and coordinate routine data quality audits conducted in different sites, compile results at the level of a project and develop actions plans to implement corrective measures.
  • Coordinate data gathering and data management of population-based surveys and surveillance activities.
  • Determine the appropriate data collection tool based on the purpose, advantages and disadvantages of mobile data collection techniques.
  • Design simple and complex questionnaire using XLS or form builder (Kobo form builder, ONA form builder, mwater, etc.)
  • Support in installing and configuring mobile data collection tools (OKD collect, Kobo collect, ONA collect, Mwater etc.) on smart phones or tablets and manage data on mobile servers (Kobo form builder, ONA form builder, mwater, etc.)
  • Increase capacity of other staff in developing XLS form and setting up mobile data collection.
  • Develop TOR for internal and external baseline survey, mid-term evaluations, final evaluations and frame the different types of study questions such as barrier analysis, market analysis, Knowledge, Attitudes, and Practices Surveys (KAP) and lead those surveys.
  • Make a comprehensive situation analysis to inform an evaluation.
  • Identify the needed resources for evaluation, such as information, expertise, personnel, instruments, and budget.
  • Manage the administrative and logistic process of evaluations involving external evaluators.
  • Train and supervise data gathering of internal performance evaluation and design and synthesize the findings from participative evaluation techniques (actively involving affected communities in the evaluation exercises).

Job Requirements

Qualifications, experience and skills

  • Bachelor’s degree in Statistics, epidemiology, public health or any other related studies, with experience or background in M&E and/or health-WASH information management.
  • Minimum of 3 years of M&E applied experience with a humanitarian organization and or working with refugees/IDPs in humanitarian settings
  • Experience working with national or international NGO on WASH projects
  • Demonstrated experience in managing teams and building staff capacity within complex programming.
  • Knowledge of data pitfalls, issues, and strategies for assessing the quality of collected data.
  • Understand the fundamental principles of evaluation (concepts, purposes, and types of evaluations, contribution versus attribution, and counterfactual).
  • Knowledge of commonly used probability and purposive sampling techniques and different methods of qualitative and quantitative data collection and analysis.
  • Knowledge of descriptive uni-variate and bi-variate data analysis using Excel Pivot tables.
  • Knowledge of indicators and their measurement in the different sectors of relevance.
  • Experience using software such as PowerBI, STATA, SPSS, NVivo, Atlas.ti, DHIS2.
  • Experience with mobile data collection platform such as Ona, KoboToolBox.
  • Understand key concepts and commitments regarding accountability to affected populations (AAP), including IASC, CAAP, CHS, and Sphere Humanitarian Charter.
  • Strong training facilitator/presentation skills
  • Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.

The hygiene Promotion Officer will form part of a team that communicates with communities on health and hygiene needs and concerns. He/She will also assist in program strategy, verify information provided by various sources, and communicate program implementation strategy to stakeholders as part of the WASH intervention to safeguard and improve the public health of the affected population by:

  • Promoting safe WASH practices, including appropriate use and maintenance of WASH facilities and services, with a focus on hygiene practices in camps.
  • Ensuring appropriate community involvement in the design and delivery of essential WASH services and facilities by contributing to hygiene promotion sessions, awareness campaigns, and hygiene aids/kits distribution, the hygiene promotion team member will play an important role in contingency/emergency response.
  • And any other related tasks.

 Key Responsibilities

General Duties

  • Conducting FGDs for women and men and any other group, related to hygiene activities in the targeted area.
  • Commitment to specific tours and within the specified hours.
  • Providing health awareness messages to beneficiaries (males and Females, youth, etc ) through:
    • Hygiene promotion campaigns
    • Disseminating personal hygiene awareness messages.
    • Conducting health awareness sessions, participatory sessions, discussions with beneficiaries, home and school visits, and campaigns on hygiene promotion with the aim of promoting preventive health concepts among individuals and the field of public health.
  • Encouraging people to sterilize drinking water and raise awareness of diseases transmitted through water and sanitation.
  • Sending reports periodically on hygiene promotion sessions and communicating with the line manager regarding the completion of hygiene promotion plans.
  • Lead the team of community outreach workers
  • Ensure community engagement in the project activities
  • Conduct a periodic need assessments and contribute to the redaction of new proposal as needed.
