Job Purpose:

The Senior WASH Officer will provide strategic guidance and leadership in the WASH sector under the supervision of the Area Coordinator. The Officer will implement durable water schemes for human and irrigation purposes at Oromia Regional State, East Harerghea Zone, Chiro, and will be responsible for the technical contribution to the development, planning, implementation, monitoring, and evaluation of the WASH interventions to enhance the livelihoods of Miso agropastoral communities affected by recurrent drought.

Major Duties and Responsibilities:

Identifying formal and informal sources of information and collecting and reporting all available data on the evolving situation in the sector.
Keeping the effective flow of information and communication crucial for planning and implementing measures in the WASH sector.
Assisting in organizing, mentoring and coaching project staff and partners to strengthen capacity building in WASH preparedness and response.
Ensuring that WASH activities including well drilling and ODF campaigns are achieved through regular monitoring and supervision.
Providing input in determining priorities and an appropriate intervention by Islamic Relief and coordinating with other partners to make a WASH assessment and feasibility study.
Collaborating with community groups, government, UN agencies, and other partners who are active in WASH intervention in the area so as to establish a conducive working environment, promote transparency, ensure support of sector offices, and increase stakeholder participation.
Ensuring timely delivery of assistance and procurement of WASH supplies and monitoring the appropriate and effective use of Islamic Relief resources. Identifying problems and constraints in project delivery.
Leading detailed WASH technical assessments and feasibility studies, preparing BoQs for different project activities.
Assisting in identifying longer-term requirements of WASH intervention/operations.
Regularly monitoring WASH activities like construction hygiene and sanitation activities and coordinating with other sector interventions.

Personal Specification:

A University bachelor’s degree in Water Resources Management, hydraulics, Environmental or any other related discipline with hand-on WASH experience and training.
At least 5 years relevant experience preferably working in NGOs set up.
Demonstrated skills in design preparation, bill of quantities, and specifications
Proven skills in project planning, design, implementation, M&E;
Proven experience in networking, influencing, and negotiation skills.
Strong commitment and sympathy to core Islamic Relief Values.
Fluency oral and written communications in English. Local language (Somali) is Mandatory.

Major Duties and Responsibilities:

Planning & Implementation:

Lead the development of an emergency WASH strategy that will provide a framework for effective humanitarian WASH intervention including recovery.

Carry out feasibility studies and develop projects and programs that will effectively respond to the needs of the community in humanitarian situations and linking to the development continuum.

Assist in organizing, mentoring, and coaching project staff and partners to strengthen the capacity building in WASH preparedness and response.

Financial Planning and Management:

Ensure value for money and always seek cost-effective methods for spending.
Ensure that IR employees working in the water sector understand and comply with the donors, IR, and government regulations.
Manage the grants progress of emergency WASH including its plan and reporting in general.

Monitoring Evaluation, Accountability and Learning:

Formulate and implement a project monitoring system that facilitates learning from the projects.
Ensure real-time evaluation and accountability to stakeholders, particularly to the community putting in place proper accountability framework as per the core humanitarian standards.
Document key lessons and good practices and ensure that this is fed into the design of programs.
Ensure the inventory of the rehabilitated WASH facilities through regular monitoring of the water schemes’ rehabilitation and also sanitation and hygiene improvements of projects.

Reporting:

Prepare and submit monthly, quarterly, biannual, annual interim, ad hoc and final reports of the water project to the donors and government offices.

Networking and Representation:

Collaborate with regional water bureau, Federal Ministry of water resource, donors, UNICEF, and other NGOs involved in supporting the water sector.

Team Development:

The CMAM Nurse will be responsible for better nutrition among communities through the treatment of severe acute malnutrition and prevention of further deterioration of the nutrition situation through provision of therapeutic food, routine drugs, health and nutrition education, and capacity building and technical support to the Woreda Health Office in the management of severe acute malnutrition.

Major Duties and Responsibilities:

Ensure effective OTP/SC Program implementation:

Plan and organize OTP/SC/TSFP at the Health Centres and Health Posts in liaison with the Nutrition Project Officer.
Prepare a plan of action for effective OTP/SC/TSFP implementation in consultation with the Nutrition Project Officer.
Provide supportive supervision to the Health Workers (HWs) and Health Extension Workers (HEWs)/(FDAs) at the OTP/SC/TSFP sites.
Ensure adequate availability of all medical and food supplies, and ensure stock is pre-positioned.
Work closely with SFP/OTP/SC staff to ensure all aspects of the program are understood and agreed upon, and appropriate referrals take place to and from the OTP/SFP.

Provide On-the-Job training:

Provide On-the-Job training to HWs and HEWs on the provision of key health and education messages to beneficiaries based on acceptable protocols and guidelines.
Respond to HWs/HEWs/FDAs inquiries regarding the technical aspects of the program admission and discharge whenever necessary at the TFP sites.
Providing Woreda Health Office staffs with technical support in convening meetings and answering questions on topics relevant to the project as necessary.

Monitoring, Evaluation, Accountability and Learning:

Report on progress and any problems in a timely manner.
Conduct all duties in a professional manner following Islamic Relief staff regulations and charter.
Inform the Nutrition Project Officer of any professional problems encountered.
Follow-up and provide feedback to the Nutrition Project Officer on the amount and quality of the treatment supplies if it does not comply with specified quality standards.
Through liaison with the HWs/FDAs and HEWs, provide effective follow up of all cases: particularly tracing of children who are absent from the program, sick children, long stay children, children not gaining weight, and children with social problems etc.

Position 4 : job Title: IYCF Nurse

Islamic Relief is an international charity that focuses on sustainable economic and social development, and disaster relief and emergency response. Islamic Relief Ethiopia (IRE) is looking to hire two IYCF Nurses for a 10-month period. The duty station will be in Guradamole and Kersadulla, Somali Regional State.

Job Purpose:

The IYCF Nurse will be responsible for ensuring high-quality IYCF-E activities, closely integrated with the Emergency Response project. The IYCF Nurse will ensure that the project’s activities fit within the framework of the National Nutrition Program and will ensure good relations with local stakeholders.

Key Responsibilities:

Accomplish project site activities and support community-based groups
Participate in providing IYCF-E technical support to Woredas and IR staff
Ensure all staff understand and implement the IYCF-E program guidelines
Advise on the best feeding options/practices and follow-ups as appropriate
Participate in the development of mother support groups and mother-baby areas
Plan and implement IYCF-E promotion with health care providers at health centers
Liaise with WHB and health facilities and ensure the quality of IYCF-E capacity building activities are technically sound and aligned with proposed implementation plans

Job Responsibilities

Compile procurement orders for goods & services under the direct supervision of Logistics Coordinator, adhering to the terms and conditions stipulated in the concerned grant agreement and prepare a contract agreement for the process.
Ensure availability of funding before placing procurement orders in consultation with Finance and strictly observe IR policies and procedures governing procurement of goods and services.
Lead the compilation of service/procurement plan, collection of proforma, bid announcement and evaluation, in accordance with the terms and conditions stipulated in the concerned Grant agreement.
