About the Role:
The Associate Development Officer will play a crucial role in supporting UNHCR’s engagement and cooperation with development partners to enhance protection environments, socio-economic inclusion, and self-reliance for forcibly displaced persons. The role involves collaboration with national and international development agencies, coordination with government entities, and fostering partnerships for inclusive development. The incumbent will contribute to aligning humanitarian and development priorities, engaging in policy dialogue, and facilitating the integration of refugees into national and local development plans. Additionally, the role includes the identification of opportunities for sustainable economic growth and the implementation of multi-year transition strategies.

Responsibilities:

  • Conduct practical research and analysis to interpret long-term trends for solutions and resilience in refugee situations.
  • Assist in the development of comprehensive multi-year protection and solutions plans.
  • Build relationships with development cooperation agencies and peace and state-building agendas.
  • Facilitate collaboration with development partners to incorporate refugee concerns into projects.
  • Contribute to studies and analytical activities that inform development-oriented responses.
  • Support the operation in data provision, engagement with governments, and progress tracking.

Minimum Qualifications:

  • Bachelor’s degree in Development Economics, Development Studies, International Relations, Law, Political Science, Socio-Economic Development, or a relevant field.
  • At least 3 years of relevant work experience, including 1 year in field operations.
  • Practical experience in economic growth, governance, fragility, and conflict.
  • Strong communication, critical thinking, and problem-solving skills.

Desired Qualifications:

  • Experience with forced displacement and primary data collection.
  • Knowledge of multilateral development banks or bilateral development actors.
  • Proficiency in English; knowledge of local languages is a plus.

Working Conditions:

  • Non-family duty station in Gambella, Ethiopia.
  • Limited banking and medical facilities.
  • High temperatures and a tropical climate.
  • Security level-phase 3 with occasional restrictions on movement.
  • Road accidents are common; curfew in effect.
