I. General Information
1. General Statement of Purpose of the Contract
The USAID Project Management Specialist (Strategic Information Cluster Lead/Senior Strategic Information Advisor) is located in the Health Office, Operations Team. The incumbent serves as the team’s senior advisor on strategic information and monitoring, evaluation, and learning (SI/MEL) and ensures that the Mission has the necessary strategic, technical, and management expertise to handle and successfully implement M&E in its Health activities.
2. Statement of Duties to be Performed
Technical and Strategic Leadership (40%)
This job posting describes a position for a USAID Project Management Specialist with responsibilities in the areas of project planning, management, monitoring and evaluation; representation and coordination; and supervision, coaching/mentoring and staff support. The specialist will be required to ensure compliance of partner(s) with bilateral government agreements and USAID regulations and procedures, provide technical input on reporting and work plans, and provide expert guidance to technical staff. Additionally, the specialist will represent USAID at national and international meetings, organize site visits, establish strategic relationships, and prepare reports and responses. The specialist will also supervise up to five SI/M&E staff members and identify appropriate training opportunities. The employee will work under the direct supervision of the Health Office Director or his/her designee and will require little supervision in carrying out routine responsibilities. Cooperating Country Nationals are expected to comply with all relevant Ethiopian laws and regulations. The USAID Project Management Specialist Position requires an individual who can manage projects, monitor and evaluate them, supervise staff members, and maintain compliance with bilateral government agreements and USAID regulations. This position also involves representing USAID at national and international meetings, organizing site visits, and developing strategic relationships. The successful candidate will have a Master’s degree in public health, Statistics, Epidemiology, Health Informatics, Demography/Population Studies, Monitoring and Evaluation, Social Sciences, or related fields, and a minimum of 7 years of progressively responsible technical experience managing health management information systems, data management for health programs, monitoring, evaluation, and learning (MEL). This experience should include project design, performance monitoring, and the analysis and interpretation of large amounts of data. The employee will work under the direct supervision of the Health Office Director or his/her designee and will require little supervision in carrying out routine responsibilities.
