USAID/Ethiopia Program Overview:
USAID/Ethiopia is one of the Agency’s largest and most complex programs. In FY 2020, USAID provided a total of $2 billion in assistance to Ethiopia. The Health Office, comprising 56 staff members, managed approximately $205 million. The mission plays a significant role in the Health Supply Chain Sector and collaborates closely with development entities such as the Global Fund, Bill and Melinda Gates Foundation, GAVI, and UN agencies.

Role of Supervisory USAID Development Assistance Specialist (Family Health Team Lead):
The Supervisory USAID Development Assistance Specialist acts as the Family Health Team Lead, offering strategic, technical, and administrative leadership for managing and coordinating all funded Family Health activities within the team. This role ensures that US Government (USG) support aligns with evidence-based national plans and strategies, promoting primary health care services and systems strengthening. The Specialist also provides expert advice, financial support, and other assistance aligned with USG foreign assistance policies.

Position Requirements:

  • Education: The applicant must hold an advanced degree in clinical care (such as nursing, midwifery, physician, or related health professionals) and a Master’s degree in public health, Development Studies, Social or Behavioral Sciences, Epidemiology, Infectious Disease, Nutrition, or a closely related discipline.
  • Work Experience: Candidates should have a minimum of ten years of progressively responsible professional-level experience in public health or international development. This experience must include at least two years of supervisory experience and three years working for bilateral or multilateral development partners, including USG agencies, The World Bank, The Global Fund, UN agencies, the private sector, civil society, faith-based organizations, or non-governmental organizations (NGOs). The candidate should have been involved in strategy development, program/project/activity design and implementation, direct financial and program management, data analysis, and performance monitoring. The candidate should have extensive experience managing medium to large health activities with a budget value of at least US$10M. Substantial programming experience in family health is also required.
  • Language: The candidate must possess Level IV fluency in English and Amharic (reading, speaking, and writing). Language competency will be tested, and knowledge of other major Ethiopian languages will be considered advantageous.

Compensation and Location:
The position’s market value is $35,053 – $63,097 yearly, equivalent to FSN – 13 according to AIDAR Appendix J and the Local Compensation Plan of USAID/Ethiopia. The final compensation will be negotiated within this range, and salary will be paid in local currency based on the prevailing exchange rate. The place of performance is the US Embassy in Addis Ababa, with possible travel as specified in the Statement of Duties.
